Why Don’t Americans Take Vacations?

Folks are sprucing up RVs, parents are packing kids’ camp gear, airlines are adding flights, and hotels are raising prices. The summer vacationers are coming.

What seems like a flood to us, however, is a trickle compared to the tsunami of holidaymakers in Europe, as anyone who has been sardined into a European train, plane, or lane at the beginning of July and August knows. On a recent summer day in Dubrovnik, I’ve been told, five cruise ships’ worth of tour groups created such a pedestrian gridlock that police had to unknot the crowd.

Americans just don’t vacation like other people do. Western European laws require at least ten and usually more than twenty days. And it’s not just the slacker Mediterranean countries. The nose-to-the-grindstone Germans and Austrians require employers to grant at least twenty paid vacation days a year. In the United States, some of us don’t get any vacation at all. Most American workers do get paid vacations from their bosses, but only twelve days on average, much less than the state-guaranteed European minimum. And even when they get vacation time, Americans often don’t use it.

Perhaps Americans are Protestant-ethic work obsessives; we are likelier than Europeans to say that we want to work more hours than we do. But this leisure gap is a recent development. In the 1960s Americans and Europeans worked about the same number of hours. Leisure time then expanded everywhere—only more slowly and much less in the United States than elsewhere, leaving today’s disparity. Some argue that high taxes in Europe discourage working, but economist Alberto Alesina and his colleagues point to legislation—that is, politics. The right to a long vacation is one of the benefits that unions and the left have in recent decades delivered to Western workers—except American ones.

Which brings us to the larger question. Just about everywhere in the West except the United States, where there is no mandatory paid time off, workers not only get vacations but also short work weeks, government health care, large pensions, high minimum wages, subsidized childcare, and so forth. Why is the United States the exception?

The answer comes in two general forms: one, Americans do not want such programs and perks because we do not want the kind of government that would legislate them. Two, Americans want them but cannot get them.

Of course, people usually want these benefits, but the question may be whether those who cannot get them on their own—working-class Americans, generally—are willing to band together and demand that government provide or require them. Or the question may be whether the system lets them do so.

Working-class Americans display relatively little of the “class consciousness” that such solidarity requires. You can see it in the votes they cast and the answers they give in surveys. About one-third of those whom sociologists would consider working-class label themselves middle-class. Even though economic inequality is substantially greater in the United States than in Europe, Americans acknowledge less economic inequality in their society than Western Europeans do in theirs, and Americans are more likely to describe such inequality as fair, deserved, and necessary. Americans typically dismiss calls for the government to narrow economic differences or intrude in the market by, say, providing housing. Working-class voters in the United States are less likely than comparable voters elsewhere to vote for the left or even to vote at all.

Where does this unusual reluctance to think in class terms come from? Some on the intellectual left talk condescendingly about “false consciousness,” the “What’s the matter with Kansas?” complaint. But “false” is the wrong adjective. “Different” is better. American workers have not been brainwashed to love their masters; they are often independent, cynical, and subversive. (“Well that foreman, he’s a regular dog, the line boss is a fool. . . . Take this job and shove it.”) They weigh considerations apart from class. One is the insistence on self-reliance, which weakens calls for class solidarity. Another is the set of moral concerns, such as “family values,” that may trump personal economic interests. And they may calculate their economic interests in ways that just don’t add up to some observers on the left.

Perhaps working-class Americans do want vacations—and the rest of the welfare state package—but are blocked by our political system.

Others point out that American class identity has always been trumped by racial identity. Plantation owners rallied poor southern whites to fight for slavery; factory owners recruited black scabs to break strikes in the north; the GOP developed a “southern strategy” to recruit white voters resentful of the Civil Rights agenda. American class exceptionalism is perhaps rooted in its slavery exceptionalism.

Yet others argue that American culture has simply been, and remains, too individualistic to allow the rise of either European-style class consciousness or the faith in big government that would allow for many of the kinds of programs that reformers have secured in other industrialized nations.

For one or more of these reasons, Americans don’t vacation because they don’t want the kind of leftist government that would legislate vacations.

The alternative answer to the vacation question is that working-class Americans do want the vacations—and the rest of the welfare state package—but are blocked by our political system.

The historical record is full of literal blockages. For example, state governors have often sent National Guard troops to shut down strikes and demonstrations. More broadly, features of American democracy itself may undercut working-class mobilization.

The first such feature to come to mind in the Super PAC era is money. Money mattered before Citizens United and it matters even more now. Legislators don’t necessarily sell their votes, as many openly did decades ago, but campaigns run on the fuel of money. Those with the most run the farthest.

How American democracy is built matters at least as much. For one, it’s unusually hard for working-class people to vote here. From about the 1830s to the 1920s, political machines made voting easy: they shepherded laborers to the polls; rewarded them with liquid refreshments, music, jobs for relatives, and sometimes cash; handed out prepared party tickets to be cast in the ballot boxes; and deployed party symbols to aid the illiterate. Good-government progressives overturned that. They developed a civil service; instituted the secret ballot; required separate-day registration, citizenship, and literacy; promoted nonpartisan local elections; and generally raised the bar for voting. These reforms and others drove turnout down to the pitiful levels of our era. No wonder, then, that American policy decisions ignore the views of working-class voters almost entirely.

Also, American democracy is built for stasis. Power is dispersed to local arenas and local elites, typically with conservative consequences. Opponents of social change can man the system’s many veto points, including the usually conservative Supreme Court. Even having a two-party system, as opposed to a multi-party one, seems to undermine working-class political influence.

The they-don’t-want-it and they-can’t-get-it views are not irreconcilable. In great measure, what people can imagine as possible, normal, or right depends on what they already have. Some of us can recall when the proposal to create Medicare was widely assailed as socialized medicine. Now few Americans can imagine a country in which the elderly go without taxpayer-provided health care. But the structural impediments to working-class action can then become impediments to working-class consciousness itself—which, in turn, makes action less likely. A tight circle of American exceptionalism.

Those who would intervene in that tight circle face a tough task, but a possible payoff. There have been breakthrough moments—the New Deal, the Great Society—when the political stars aligned. Part of the conservative resistance to Obamacare is the fear that, once running, it will come to be seen as an “entitlement,” as a right. For opponents, this is a reasonable worry. People can get used to all sorts of new rights, which then become fixed in the political system—just as Europeans expect four weeks’ vacation, no matter how crowded Dubrovnik gets.

We can pussyfoot around the problem all we want, but it's the concentration of trillions of dollars of cash / capital potential and an economic war that has been successfully won against the largest percentage of the middle-class of the US. I would say given another 20-30 years of similar politicial/corporate disfunction, and US society will resemble something like China, with a small tight military-political-capitalist class , an aspirational middle-class roughly 1/5 the size of our population, necessary to do the necessary work of keeping society functioning.

After that, a non-trivially large underclass with limited access to food, healthcare,education and whatever benefits the majority of Americans - 40 years ago might have taken for granted as being an almost birthright, such as a house, car, college education. As these creature comforts escape the economic capacities of increasing numbers of people, what more could we expect.

This exists more or less already, when we see the mildly obese, toothless patrons of a Walmart - driving a 30 year old clunker and complaining how the president is a socialist, it's not exactly a stretch of the imagination.

Middle Class v. Working Class
The friction between the middle and working classes is probably a more significant component to the overall class war that exists in America. The middle-class correctly understands the elitests for what they are in most respects: Jailers.
They understand that Jailers control the flow of materials and priveleges into the Big House and also have the ability to eliminate that flow all together at little or no cost to themselves. The middle-class response to recent class warfare has been to suck-up to the elites more, to align their values and interests with them. The elites have targeted the middle-class for assimilation into the working-class. Still, they haven't got the word yet. Their carefully cultivated revulsion of the lower classes prevents them from seeing the value of cooperation with them.

The working-class response to class warfare has been total disengagement with most of society. I believe more of them don't vote than vote republican, both of which is harmful to their interests. Their poverty frightens the middle-class because it is mobile and more visible, a scourge moving through rural exurbs and first-ring suburbs alike.

All of this will remain as it is until someone pulls the plug on the TV.

One perspective that this piece does not address is labor productivity. While the US is certainly one of the most productive nations when measured by GDP/person-hours worked, the gap between the US and the developed nations of Europe (and elsewhere) is certainly not as large as US workers might expect. Given the attitude many in the US have about "lazy Europeans", they might be surprised to find that with a 35-hour work week and 4 weeks paid vacation, say, Europeans are only slightly less productive than workers in the US, and for any given next marginal labor hour, may even be more productive than US workers.

Costs
One other factor is taxes. Most Europeans pay marginal income tax rates in the 40 to 50% range plus 20% value added tax on consumer purchases to fund all of these benefits. This is necessary to fund government expenditures that approach or even exceed 50% of GNP without anywhere near the level of US Defense spending. American voters would not support rates anywhere near these levels or want a govt that large.

What reinforces the contrast between US and European attitudes toward vacation even more is the fact that -- at least in Germany where I live and work (I'm an expat) -- the contractually guaranteed, paid vacation days are generally available immediately, i.e. one does not have to first work a year, as is common in the US, to "earn" those days before being able to use them. Even during the three to six month trial period, which is typical for a new job, a person has a right to that portion of the vacation time.

Of course, the vacation time is over and above whatever federal and state holidays there are. In my case that means I have twelve paid holidays in addition to my 30 days of vacation.

As someone who has work experience both in the US and Europe, I would strongly welcome a transformation in attitude toward vacation in the US. Especially in consideration of the explosive growth in worker productivity over the last few decades (while wages have mostly stagnated), it is only fair and reasonable that normal workers finally get something from these advances.

and the answer is that everyone should work themselves 24/7 365?

The US is doing little better with its workaholic, taskmaster bosses making hourly workers produce for the benefit of shareholders.

And it can be shown that our world-wide economic woes (some socialist countries are doing just fine, thanks - see Scandinavia) are less attributable to such benefits offered to workers and much more due to the manipulations of bankers and brokers.

The US would do well to adopt some of the cultural norms from Europe - we'd all live healthier lives. Europe can keep its political dysfunction and expansive government, however.

Keep in mind that workers in Europe, by both habit and obstructive laws, tend to stay in the same jobs for decades. European cities are dense and walkable. Americans, on the other hand, are much more independent and life in more far-flung residences. The differences in labor markets far exceed the simple political system classifications.

Suggestion: Take a look at the striking disparities in benefits obtaining between workers in the private sector and workers in government jobs. Workers DO want more vacation time, health care, a retirement safety net of some kind. Want proof? Workers whose salaries and benefits are subsidized by taxes make sure they receive these perks. The rest of us simply have no backing from the profit-oriented companies we toil for which, of course, also own our government. No one in government will attempt to legislate fair treatment for the rest of us! With so little free time, we satisfy ourselves with endless shopping and the rest of the time we are in a TV stupor, too passive to fight or make mischief. And that is a status quo that satisfies the powers that be. Meanwhile, Europeans are at the beach.

How comes that the northern European States - lauded for being economically successful - have a more extensive welfare state than the southern ones, which are more in line with the US on benefits and such?

A few more points:
- Comment 8: "Europe can keep its political dysfunction and expansive government" seems ironical, too with the U.S. Congress (ahem, the Republicans in..) blocking anything the Administration wants to do (even if it is an
former Republican idea).
- Prof. Fisher may have a safe, tenured job, but I know why I cannot afford to take vacations (and many other high-tech workers): There is no job security in the U.S., when you come back, your job may be gone. Then, undoubtedly, sometime soon, the economic downturn, or fluctuation in contracts, will make your company to force you take your vacation now, or lay you off (in which case you might get vacation pay for whatever vacation you've accumulated). So better to save the precious vacation days!
- GDP per person is less in France, with their generous vacation, than in the US, but in GDP per hour worked, France is ahead.

Not worth it
My wife is a performer who has played in the US and overseas since 1996. Of her musicians in the USA, NONE of them have had fewer than 3 different jobs/careers in that time. Of her European musicians (mainly Finns) NONE of them have dared changed their day jobs in that entire time. The drummer who feeds the apes at the Helsinki zoo STILL feeds the apes at the zoo. Of course they all have the big social safety net/vacation days, etc .. and wages do not vary enough between the lowest rung jobs and the (high stress) managerial jobs .. so they do not have the impetus to change. To us this is sad beyond belief to have a road map of your life set in stone at age 19. And it shows in the contrasting attitudes of the cynical, bored Europeans and the impossibly optimistic American musicians.

Are you sure they're cynical and bored, or is that just you? Do you get bored brushing your teeth everyday?

Maybe that situation would be sad in the US, because here, work IS life. In the EU, you work to live, and then enjoy your 30 days of vacation. Feeding the apes doesn't require as big a chunk of your time and energy as it would here.

Could be a personal choice
It very well could be that Americans simply do not want 30 days of vacation a year. I get two weeks of vacation at my current job, but I prefer to spread them out and take a Friday off here and there and give myself a handfull of 3 days weekends through out the year. Or I'll tack on an extra day off to the Thanksgiving holiday. Instead of taking 2 full weeks off and taking some long, tiresome extended trip, I'd much rather take a 3 day weekend and nead to a nearby location for a short spree.

Also, I just frankly hate to travel. Flying is a hassle, driving long distances is dull and expensive with gas prices. Hotels are noisy and common vacation destinations are so crowded that you can't enjoy being there. I prefer a quiet weekend grilling on my back porch to 2 weeks of trying to catch planes and then standing in line to see some over-hyped tourist trap. It could very well be that Americans, in this one area of their lives, realize that "less is more".
