Victor is Professor of Industrial Organization and Technology Innovation at the University of California, San Diego, where he co-directs the Deep Decarbonization Initiative, funded in part by the nonpartisan Electric Power Research Institute. He is also adjunct Senior Fellow at the Brookings Institution. His latest book on climate governance, coauthored with Charles Sabel, is forthcoming with Princeton University Press in 2021.
